The Nigeria Civil Society Situation Room has warned that Nigeria’s democracy is under severe threat ahead of the 2027 General Elections, citing escalating voter intimidation, inflammatory political rhetoric, electoral violence, and a growing culture of impunity among political actors.
In a public statement issued in Abuja on Tuesday, 15th September 2026 to commemorate the International Day of Democracy and signed by Convener Yunusa Z. Ya’u, and Co-Conveners Mma Odi and Celestine Odo, the Situation Room said the credibility of the 2027 polls will not be determined by election day alone, but by the political environment, the conduct of actors, and the independence of institutions in the months leading to it.
The group described Nigeria’s democracy as being at a “crossroads”, pointing to alarming data on public trust. Citing Afrobarometer, the Situation Room noted that 77% of Nigerians are dissatisfied with how democracy is working, and only 23% trust the Independent National Electoral Commission, INEC.
However, it added that the desire for democracy remains strong, with 64% of Nigerians still saying democracy is preferable to any other form of government. The Situation Room said this shows Nigeria is facing a “crisis of democratic delivery, institutional trust and accountability” and not a crisis of citizens’ desire for democracy.
Reinforcing this, the statement referenced international assessments. The V-Dem Institute has classified Nigeria as an Electoral Autocracy, while the Mo Ibrahim Index of African Governance ranked Nigeria 33rd out of 54 African countries in 2024, down from 30th previously.
The Situation Room expressed deep concern over the deteriorating political environment in recent months. It specifically referenced the recently concluded Osun State Governorship Election, where it raised concerns over reports of intimidation, threats, and coercion allegedly involving high-ranking political officeholders.
The group highlighted six critical threats requiring urgent action. These include institutional failure and impunity, voter intimidation and inflammatory rhetoric, forced disenfranchisement and threats of displacement, the weaponization of public office, the weaponization of ethnicity and religion, and political thuggery and voter suppression.
The Situation Room condemned reports of directives telling citizens to “vote APC or leave the community”, describing it as a grave assault on constitutional rights. It also decried reports of threats to remove elected local government officials unless they deliver electoral victories for particular interests, saying public office must not be used as an instrument for political control.
“Democracy is not sustained by elections alone. It is sustained by the rule of law, respect for fundamental rights, accountable institutions, political tolerance, and the freedom of citizens to make choices without fear or coercion,” the statement read.
To safeguard the 2027 elections, the Situation Room issued a national call to action. It urged INEC, the Nigeria Police Force, the DSS, and other law enforcement agencies to enforce the Electoral Act 2026 impartially and prosecute violations without fear or favor. It also called on the Federal and State Governments to guarantee a level playing field and ensure public institutions are not deployed to favor incumbents.
The group further called on political parties and leaders to publicly reject intimidation, hate speech, and the weaponization of ethnicity and religion, and to commit to issue-based campaigns and respect for outcomes.
The Situation Room pledged to intensify monitoring ahead of 2027, focusing on electoral preparedness, campaign financing, electoral violence, misinformation, and the accountability of institutions.
Concluding the statement, the signatories said: “The 2027 General Elections must not become another exercise in the ritual conduct of elections without the substance of democratic choice. Nigeria deserves elections that citizens can trust. The road to 2027 starts now. The responsibility to protect Nigeria’s democracy belongs to all of us.”
